Child Protection & Safeguarding Advisor

based in Nicosia, Cyprus

War Child Holland (WCH) is an international non-governmental organization that works exclusively to improve the well-being and resilience of children and youths affected by violence and armed conflict. From its branch in Cyprus, WCH and its partners support children affected by the conflict in Syria through an integrated mix of child protection, education and psychosocial support interventions, while working closely with their caregivers, families and wider communities for maximum and durable impact.

We are seeking to strengthen our team and we are currently seeking an enthusiastic and passionate Child Protection and Safeguarding Advisor to join our dynamic team of professionals dedicated to helping children and their families positively deal with the consequences of being exposed to armed conflict.

The Challenge

The Child Protection (CP) & Safeguarding Advisor is responsible for the development, coordination and mainstreaming of child protection programming for the Syria response. They will build child protection competencies of staff within the WCH Syria programme and local partners, including on Child Safeguarding, PSEA, and Child Safety. The CP & Safeguarding Advisor will also provide technical guidance to support the implementation of child protection activities across projects and line manage Child Protection Officer(s).

The CP & Safeguarding Advisor will coordinate with the program implementation department, and with other key functions within the country office. Strong collaboration is expected with the Psychosocial Support Advisor, the Education Advisor & the MEAL team, and close working also with the Project Managers, partner focal points, and regional CP colleagues.

The role holder will manage CP Officer(s) and be responsible for their development and supervision of CP technical activities, with the opportunity to build out the team as needed.

Results Areas

Development and follow up of child protection activities - To ensure CP standards and policies are implemented in such a manner that cover all projects:

• Work closely with other child protection staff, including case workers and social workers, to identify child protection issues and inform evidence-based programming.

• Assist in designing and developing child protection programmes and/or activities within WCH strategy, including contributing to relevant fund-raising and proposal-writing activities.

• Follow up on quality of implementation of child protection activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training.

• Support implementation of WCH Child Safeguarding policy internally and externally with partners.

• Support partners to contextualise and develop organisational CP policies, and use evidence to recommend adaptations to WCH policies.

Delivery of child protection capacity building - To ensure staff and partners are briefed and supported in such a manner that allows child protection standards to be implemented:

• Design child protection capacity building plans for staff and partners.

• Deliver child protection sessions, trainings and briefings, including tailored trainings where needed and feasible, to staff and partners.

• Provide ongoing and necessary technical support, guidance and advice to program staff and partners in the field of child protection, including child safeguarding.

• Support staff and partners in the development, contextualisation and implementation of child safeguarding policy.

• Deliver child safeguarding briefings when needed to external visitors, new staff, and partner staff, in coordination with HR.

Internal and external coordination and representation – To ensure child protection is connected with other departments in such a manner that child protection is mainstreamed in other areas of work and new material is developed:

• Coordinate with other team members, mainly PSS and Education teams, to ensure that child protection connects and is mainstreamed in other areas of WCH work.

• Represent WCH externally, in relevant platforms/networks focused on child protection themes, including CP working groups, technical committees.

• Contribute to the development/revision of child protection materials developed in working groups/platforms/networks/WCH global CP working groups.

• Share child protection material and other useful and relevant information, including tools and methodologies, with staff and partners.

Act as programmatic integrity, PSEA, and Child Safeguarding focal point – To support understanding, best practice and clear reporting within War Child and partner organisations:

• Provide staff with training and support on War Child’s integrity framework and ensure awareness on relevant policies, procedures and reporting mechanisms.

• Offer confidential advice around the Code of Conduct, ensure that appropriate support is provided to staff experiencing any breach, increase awareness amongst staff including on how to report.

• Train and support partner staff, including field facilitators, on minimum standards of integrity, Child Safeguarding, PSEA, and accountability, including channels for reporting.

• Represent War Child externally in the relevant PSEA networks, attend trainings and meeting, and roll out capacity building frameworks as required.

• Act in close consultation and coordination with the global Child Safeguarding Focal Point and other relevant Integrity focal points across War Child, including at Home Office.

Your Profile

• Relevant academic background (Social Sciences / International Development Studies).

• Knowledge of current principles and practices of Child Protection.

• Understanding of child rights (programming) in conflict and post conflict environments.

• Minimum 5 years (I)NGO work in developing countries / conflict areas, preferably with children.

• Minimum 3 years in the field of CP and program implementation.

• Expertise in technical CP capacity building and understanding of adult learning techniques.

• Demonstrated experience in monitoring and evaluation of projects.

• Ability to express oneself skilfully in written and oral English and fluent in Arabic, both written and spoken.

• Strong critical analysis and strategic thinking skills.

• Planning and coordination ability.

• Monitoring and Evaluation ability.

• Ability to provide (creative/interactive) trainings.

• Excellent communication skills; ability to give and receive feedback.

• Affinity with children and young people.

• Cultural sensitivity.

Job Location: Nicosia, Cyprus (Some flexible arrangements in Lebanon, Jordan or oPt may be considered for preferred high qualified candidates).

Contract: The contract for is for at least 1 year with the intention to prolong.

Salary: Grade F (2,532 – 3,830 Euros gross per month)
