Η Βουλή των Αντιπροσώπων ανακοινώνει την έναρξη διαδικασίας για πλήρωση εκ μέρους της Κυπριακής Δημοκρατίας μιας κενωθείσας θέσης Μέλους της Ευρωπαϊκής Επιτροπής για την Πρόληψη των Βασανιστηρίων και της Απάνθρωπης ή Μειωτικής Μεταχείρισης ή Τιμωρίας του Συμβουλίου της Ευρώπης για τετραετή θητεία, με έναρξη τον Δεκέμβριο του 2023.

Η Βουλή θα δέχεται βιογραφικά σημειώματα των ενδιαφερομένων για τη θέση στην αγγλική, μέχρι την Παρασκευή, 30 Δεκεμβρίου 2022, στις 14:30. Οι αιτήσεις πρέπει να απευθύνονται στη Γενική Διευθύντρια της Βουλής των Αντιπροσώπων. Η εκλογή του μέλους της Επιτροπής θα γίνει από την Επιτροπή Υπουργών του Συμβουλίου της Ευρώπης από τελικό κατάλογο τριών υποψηφίων. Ο κατάλογος θα καταρτιστεί κατόπιν προσωπικών συνεντεύξεων που θα διεξαχθούν από τους βουλευτές μέλη της κυπριακής αντιπροσωπίας στην Κοινοβουλευτική Συνέλευση του Συμβουλίου της Ευρώπης και, ακολούθως, θα διαβιβαστεί από τη Συνέλευση στην Επιτροπή Υπουργών.

Σύμφωνα με το Άρθρο 4 της Ευρωπαϊκής Σύμβασης για την Πρόληψη των Βασανιστηρίων και της Απάνθρωπης ή Μειωτικής Μεταχείρισης ή Τιμωρίας τα μέλη της Επιτροπής επιλέγονται μεταξύ υποψηφίων υψηλού ηθικού επιπέδου και εγνωσμένου κύρους στον τομέα των ανθρωπίνων δικαιωμάτων ή μεταξύ εχόντων επαγγελματική εμπειρία στους τομείς που καλύπτει η Σύμβαση. Σύμφωνα με το εν λόγω άρθρο, τα μέλη της Επιτροπής θα συμμετέχουν σε αυτήν υπό την προσωπική τους ιδιότητα, πρέπει δε να διαθέτουν τα γνωρίσματα της ανεξαρτησίας και αντικειμενικότητας και να είναι διαθέσιμα να υπηρετούν την Επιτροπή αποτελεσματικά. Σημειώνεται ότι, πρόνοια στο ίδιο άρθρο αποκλείει την εκλογή στην Επιτροπή δύο μελών με την ίδια υπηκοότητα. Μετά τη λήξη της παρούσας θητείας, τον Δεκέμβριο του 2027, βάσει του Άρθρου 5 της Σύμβασης, προβλέπεται η δυνατότητα επανεκλογής του ιδίου μέλους για δυο τετραετείς θητείες. Οι ενδιαφερόμενοι/ες πρέπει επίσης να είναι πολύ καλοί γνώστες της αγγλικής ή/ και της γαλλικής γλώσσας και να είναι διατεθειμένοι να συμμετέχουν σε πολυήμερες επισκέψεις εργασίας της Επιτροπής ανά την Ευρώπη, σε συχνά διαστήματα.

INVITATION FOR THE DECLARATION OF INTEREST FOR THE ELECTION OF THE MEMBER IN RESPECT OF THE REPUBLIC OF CYPRUS, TO THE EUROPEAN COMMITTEE FOR THE PREVENTION OF TORTURE AND INHUMAN OR DEGRADING TREATMENT OR PUNISHMENT (CPT) OF THE COUNCIL OF EUROPE.

The House of Representatives announces the launch of the process to fill a vacancy for a member in respect of the Republic of Cyprus to the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) of the Council of Europe for the following term of office of the Cypriot member of the Committee, starting in December 2023. All persons interested in said position are kindly requested to send their curriculum vitae in English to the Secretary General of the House of Representatives, by 14:30 on Friday, the 30th of December, 2022. Members of the CPT are elected by the Committee of Ministers of the Council of Europe from a list of three candidates. The list is drawn up following personal interviews, which are conducted by the Cyprus Delegation to the Parliamentary Assembly of the Council of Europe, and is subsequently communicated by the Assembly to the Committee of Ministers.

In conformity with Article 4 of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, members of the CPT shall be chosen from among persons of a high moral character, known for their competence in the field of human rights or having professional experience in the areas covered by the Convention. The Article further provides that members shall serve in their individual capacity, shall be independent and impartial and shall be available to serve the Committee effectively. Also, a provision in the same Article precludes the election to the Committee of two members of the same nationality.

Upon the expiration of the Member’s term of office in December 2027, Article 5 of the Convention provides, inter alia, that the outgoing members of the Committee may be re-elected twice for a four-year term.

Applicants should have very good knowledge of English and / or French and be willing and able to make themselves available for fact – finding missions, lasting several days, in all parts of Europe, at regular intervals.

La Chambre des Representants annonce le lancement du processus visant a pourvoir un siege vacant de membre, au titre de la Republique de Chypre, au Comite europeen pour la prevention de la torture et des peines ou traitements inhumains ou degradants (CPT) du Conseil de l’Europe, pour le mandat du membre chypriote du Comite, commencent en decembre 2023. Les personnes interessees par ledit poste sont priees d’envoyer leur curriculum vitae en anglais a la Secretaire Generale de la Chambre des Representants, avant 14h30 le vendredi, 30 decembre 2022. Les membres du CPT sont elus par le Comite des Ministres du Conseil de l’Europe sur une liste de trois candidats. La liste est etablie a la suite d’entretiens personnels menes par les deputes membres de la delegation chypriote aupres de l’Assemblee Parlementaire du Conseil de l’Europe, puis communiquee par l’Assemblee au Comite des Ministres.

Conformement a l’article 4 de la Convention europeenne pour la prevention de la torture et des peines ou traitements inhumains ou degradants, les membres du CPT sont choisis parmi des personnalites de haute moralite, connues pour leur competence en matiere de droits de l’homme ou ayant une experience dans les domaines dont traite la Convention.

L’article dispose en outre que les membres siegent a titre individuel, sont independants et impartiaux dans l’exercice de leurs mandants et se rendent disponibles pour remplir leurs fonctions de maniere effective. En outre, une disposition du meme article exclut l’election au Comite de deux membres de la meme nationalite.

A l’expiration du mandat actuel, le 19 decembre 2023, l’article 5 de la Convention prevoit, entre autres, que les membres sortants du Comite sont reeligibles pour un mandat de quatre ans, renouvelable deux fois.

Les candidats doivent avoir une tres bonne connaissance de l’anglais et/ou du frangais et etre disposes et aptes a se rendre disponibles pour effectuer des missions d’enquete de plusieurs jours, dans toutes les regions d’Europe, a intervalles reguliers.
